Perverts are stupid.

They take the visual image of people that are fascinating to them and weave a complete fantasy dreamscape around them whereby the person being coveted serves the pervert in some subversive and/or submissive role. The role is often sexual, but can also be vocational, or can even be a harmless fantasy about idealized personal relationships.

Most perverts are harmless, and keep their wacked-out fantasies in their head, where they belong. Others will travel to places like Amsterdam to pay other people to help them live out their fantasies in bizarre, expensive role playing games.

The most dangerous form of pervert are those who let their creative imagery motivate them to engage in illegal acts. Typically, the person who is the source of pervert's twisted imagery (the coveted) becomes the perverts victim.
