Brian Peppers is stupid.

Brian Peppers is a real sex offender from Ohio. Brian suffers from Apert's Syndrome or Crouzon's Syndrome, and is thirty-seven years old. Like many unfortunate men in the world, Brian was too unattractive to pick up a mate. In Brian's case, however, he went the extra step and attempted to steal someone else's mate. He was charged with Gross Sexual Imposition.

Because sex offenders are creepy in general, Brian became somewhat of an Internet meme due to what might generously be described as his disturbing facial features.
